Bali Social
Football League
Rules and
regulation
-
The competition shall be called Bali Social
Football League (BSFL). It’s primarily an
informal collection of teams that aims to
create a football community for amateur
football players in Bali and promote
friendship and sport among the players and
teams of various origin and background.
-
The Ruling Committee of the BSFL should be
composed by at least one member of each
participating team, with the right to vote
limited to one member per team.
-
The Ruling Committee has jurisdiction and
power over all matters that concern the BSFL,
including but not limited to matters of a
disciplinary, punitive (monetary and points
deduction) and organizational nature.
-
The formula of the competition is set in a
preliminary round robin with home and away
matches and a finals phase at the end of the
regular season. The regular season will take
place in the pitches of Trisakti, Canggu,
Jimbaran and Klan whilst the finals will
take place at the Canggu Club pitch.

At the end of the round robin phase, the
finals will take place in this order: the 7th
and 8th teams in the league will
play the final for the 7th
position, the 5th and 6th
teams will play the final for the 5th
place, the 3rd and 4th
team, will play the final for the 3rd
place and the 1st and 2nd
team will play for the grand final for 1st
place.

The entry fee for the competition is set at
1.000.000 Rp per team and it will be used
primarily to cover the initial expenses of
the set up of the league (purchase of
trophy, website space, etc).

On top of the entry fee, during the round
robin phase, each home team will be in
charge of finding and paying the game
officials. During the finals such cost will
be shared by both teams.

In case of a withdrawal of a team during the
course of the season, a new team shall be
found to replace the missing team. All the
points and results of the departing team
will be awarded to the new coming team.

Changes in the Rules and regulation are sole
competence of the Ruling Committee, and they
may happen at any time during the tournament
with unanimous vote from all the committee
members.
Eligibility
and registration of players
-
Prior to the start of the league, each
participating team shall register a minimum
of 11 and a maximum of 30 players. Each team
list of players will be then evaluated by
the Ruling Committee to verify that it
complies with the standard of the
competition.

For the season 2007 the deadlines date are
set as follows:
-
Complete list of participating teams by
the 7th of December
-
First list of proposed teams by 15th
of December. On the same date, the
Ruling Committee shall meet to approve
the players of each team.
-
Payment of the entry fee by 15th
December
-
Each registered player should bring a copy
of a valid ID papers.
-
League teams shall take full responsibility
for ensuring that all of their players are
allowed to participate in each game, this
means registered and not suspended. If any
team is found to have used an unregistered
or suspended player in any match, punitive
action may be taken by the Ruling Committee
(Game lose by 3-0 and deduction of 1 or 2
points from the table).

Players registered with one team cannot be
registered with another team until the end
of the league.

The list of the each team can be updated
with new players at any time, prior approval
of the majority of the Ruling Committee,
provided that the new players fulfill the
general requirement of the League.

Each approved team member will receive a
BSFL ID card that will have to be presented
at each game prior to kick off time and any
time upon request of the opposing team
captain. (The Ruling Committee suggest that
the team captains should keep such ID in a
folder and bring it to the games, in order
to avoid that players forget to carry them
along)

Eligible to play in the BSFL are players
from any nationality without restriction of
provenience.

As the BSFL is a social league, only one
professional player per team can be present
on the pitch at any given time. A player is
considered professional if he has been
playing in a professional team or league
worldwide in the six months prior to the
game.

Players and teams shall sign a waiver of
responsibility prior the start of the
season. Team captains shall ensure that each
player sign the waiver. Should a player or a
team fail to deliver to the Ruling Committee
the signed waiver, they should not be
permitted to play official games.
Matches
-
The matches are scheduled at the beginning
of the league and the complete calendar
shall be given to each team at least two
weeks prior to the beginning of the season.
A complete and updated calendar will be
available on the internet at the official
website of the BSFL.

A scheduled match can be cancelled prior the
agreement between the two participating
teams. Any changes should be communicated to
the Ruling Committee. The last two games of
the league cannot the re-scheduled unless
situation of “force majeure” in order to
insure the regular end of the season.

The kick off time can be re-arranged (on the
same day) prior the consent of both teams,
without involvement of the Ruling Committee.

A participant team that does not turn up for
a fixture without any good reason shall be
losing the game for 3-0.

A participant team that does not turn up for
2 fixtures without a valid reason shall be
expulsed from the competition and no money
will be returned. All points gained by other
participating teams in games against an
expulsed team will be deducted from the
table.

The points to be awarded are: 3 points for a
win, 1 point for a draw, 0 points for a
loss. If two or more teams have the same
number of points then position will be
decided in the following order of priority:

The home and away aggregate score
between the respective teams

The home and away aggregate score
between the respective teams with the
away goals counting double
-
The kick off times of each game will be
determined by the Ruling Committee. At kick
off time each team shall have at least 7
eligible players on the pitch. If that
number of players is not reached by kick off
time, a further 15 minutes will be allowed
for that participant teams to raise the
required number of players. If that number
cannot be reached the fixture will be
forfeited in favor of the other participant
who will be awarded the the victory for 3:0
and the relevant points for the victory.

Each game will be of a 2 halves of 45
minutes each. The play off phase will have
in case of draw 2 extra times of 15 minutes
each and eventually a penalty shoot out. The
penalty shoot out will be of 5 penalty kicks
per team with in case of draw a sudden death
shoot out.

The rolling substitutions method shall apply
and players so substituted shall be
permitted to return in play during the same
game.
-
During the start of the season technical
meeting and prior to each fixture opposing
teams should advise the color of their
jerseys. In the event of color clash the
away team shall be expected to change.

The international Fifa rules shall apply
unless expressly mentioned in the BSFL rules
and regulation.
-
At the end of each match, each home team
captain is responsible to let the Ruling
Committee have the match report (as will be
described during the technical meeting).
Should they fail to report so, the team will
be fined 100.000 Rp.
-
Each player is strongly advised (as per FIFA
Official Rules) to wear shin pads during
each game to avoid injuries.
-
A game is considered officially terminated
if at least 80 minutes of it has been
played. If less than 80 min have been
regularly played, the game will have to be
re-played.
-
Each player is due to bring a valid ID card
(or a clear copy of it) at each game, else
he can be asked to leave the pitch.
Discipline
-
The match officials/referees decisions on
the field are final. No appeal will be
accepted under any circumstances after the
end of the match.
-
A player that receives 3 yellow cards for
offences committed during the course of the
season shall be automatically suspended for
one game. After the first suspension, if the
same player receives 2 more yellow cards in
the league will be suspended for 2 games.

A player that receive 2 yellow cards in the
same game (and so he is re carded) will be
suspended for one game. After the first
suspension, if the same player receives 2
more yellow cards in the league will be
suspended for 2 games.

A player that receives a straight red card
during a game will be suspended for 2 games.
After the first suspension, if the same
player receives 2 more yellow cards in the
league will be suspended for 2 games.
-
A player that receive a straight red card
will be automatically fined 200.000 Rp. and
will not permitted to play in the league
shall he not comply with this payment.
-
A player that receive two straight red card
during the season shall be judged by the
Ruling Committee and his suspension shall be
determined and approved unanimously by all
members of the committee.
-
Enforcement of suspensions shall be
responsibility of each team
managers/captains.
-
In case of serious misconducts and act of
violence a player can be fined and suspended
for the rest of the competition.
